Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law. 

Transfer Options:

For 52.6 and/or 70.1 transfer to an Information Technology Specialist 4, salary grade (SG)-25, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-23 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties

  • This position resides in the e-Collaboration in the bureau of Software Platforms within the Chief Information Office.
  • Assign work to staff and monitor progress ensuring solutions adhere to Chief Information Office (CIO) technical procedures, standards, and internal control policies.
  • Work with team supervisors to review project and task status.  Set work priorities and help prepare realistic time estimates.
  • Assist staff in addressing technical and functional issues.
  • Prepare and deliver timely performance reviews.  
  • Address personnel and employee performance issues timely, and with discretion.
  • Encourage professional development for team members and develop training plans that will enhance the team’s ability to deliver solutions.
  • Communicate regularly with other team managers, CIO management, and other impacted stakeholders.
  • Monitor ServiceNow incidents and requests to ensure they are worked on and resolved in a timely manner.
  • Assist staff with resolving complex incidents.
  • Reassign work as necessary to ensure service levels are met.
  • Provide support of existing Office 365 environment and requests including providing customer support of Outlook, Calendaring, SharePoint, OneDrive, and Teams.
  • Assist with projects including SharePoint, OneDrive, Security Labels, and Data Loss Protection (DLP).
  • Assist with requests filed by Computer Security Incident Response Team (CSIRT).
  • Support requests from Legal or Human Resources.
  • Perform investigations using Compliance Portal within Microsoft 365.
  • Keep current with new features and functionality in versions of Office 365.
  • Participate in Microsoft 365 team and technical meetings.
  • Learn and document Microsoft 365 procedures and standards in accordance with CIO policy.
  • Perform and execute power shell scripting.
  • Teach and assist staff in power shell scripting.
  • Prepare and/or review documents for various customers, technical and non-technical.
  • Review documentation and procedures for new and existing processes.
  • Participate in on-call rotation responsibilities associated with the e-Collaboration team.
  • Assist in Lotus Notes decommissioning project.
  • Maintain and troubleshoot any issue(s) with Domino servers and Lotus Notes applications.
  • Work on the Domino server upgrade project.
  • Support commercial off-the-shelf (COTS) applications and requests, including DocuSign, Eloqua, and Box.
  • Participate in projects involving a COTS application that requires e-Collaboration assistance.
  • Train staff in how to address requests pertaining to COTS applications.
  • Maintain and troubleshoot RightFax.

Knowledge, Skills & Abilities

  • Demonstrated experience in Project Time Management (more than 2 years to 5 years).
  • Demonstrated experience in Microsoft Office 365 Suite (Forms, Planner, Sharepoint Admin, Teams) (more than 2 years to 5 years).
  • Demonstrated experience in Microsoft Office 365 (O365) eDisovery Solution administration and end user support (more than 2 years to 5 years).
  • Demonstrated experience with Lotus Notes administration.  
  • Demonstrated experience with SharePoint administration.
  • Demonstrated experience with Microsoft 365 administration.
  • Demonstrated experience with power shell scripting.
  • Demonstrated experience with Active Directory.
  • Demonstrated experience with Proofpoint.
  • Demonstrated flexibility to adjust and thrive in an environment with changing requirements, schedules and priorities for multiple projects or assignments.
  • Demonstrated ability to collaborate with teams to conceptualize and communicate ideas, suggest recommendations, and facilitate team consensus to move forward.
  • Ability to clearly and concisely express information to non-technical associates, peers, management, and executive management. 

Additional Comments

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
